
What Does a Retrofit Coordinator Do for Your Home?
A new boiler, loft insulation or solar panels can sound like separate jobs. In a whole-house retrofit, they need to work together. So, what does a retrofit coordinator do? They oversee the process of improving a home’s energy performance, helping to make sure measures are suitable, properly designed, safely installed and checked afterwards.
For homeowners, landlords and property professionals, the role brings order to a project that could otherwise involve several trades, technical decisions and compliance requirements. The coordinator is not simply there to arrange installers. They are responsible for managing quality and risk through the retrofit process, usually in line with PAS 2035, the UK framework for domestic retrofit.
What does a retrofit coordinator do in practice?
A retrofit coordinator provides an independent overview of a home improvement project. They consider the property as a complete system rather than treating each upgrade in isolation. That matters because changes to insulation, heating, ventilation and airtightness can affect one another.
For example, adding insulation can reduce heat loss and lower heating demand. But if ventilation is overlooked, a home may become more prone to condensation, mould or poor indoor air quality. Replacing a heating system before reducing heat loss may also mean the new system is larger than necessary. A coordinator helps the project team make sensible decisions in the right order.
Their work commonly includes reviewing the retrofit assessment, agreeing the intended improvement plan, checking designs and specifications, coordinating information between the people involved, monitoring the installation process and making sure appropriate handover information is provided at the end.
The exact level of involvement depends on the project. A straightforward installation funded privately may need less coordination than a multi-measure scheme, a large landlord programme or work delivered under an energy-efficiency grant. Where PAS 2035 applies, however, the coordinator has defined responsibilities that cannot simply be passed between installers.
Starting with the property, not the product
Good retrofit work begins with understanding the building. Homes across the East Midlands vary widely, from older solid-wall properties and rural cottages to newer estates with more conventional construction. The right measures for one may be unsuitable for another.
Before a retrofit plan is developed, a qualified retrofit assessor collects information about the home. This can include its construction, existing insulation, heating and hot-water systems, ventilation, signs of damp or defects, occupancy patterns and energy use. The assessment may also include an Energy Performance Certificate calculation and advice on improvement options.
The retrofit coordinator reviews this evidence and considers risks. They will look at matters such as moisture, ventilation, heritage features, structural condition, fuel poverty and whether occupants have particular needs. If a problem sits outside the coordinator’s scope, they may recommend further investigation by an appropriate specialist before work starts.
This early stage is valuable because it prevents the common mistake of choosing a measure based only on a headline saving or a tempting price. A cheap installation is not good value if it creates moisture problems, performs poorly or needs to be redone.
Turning recommendations into a workable plan
Once the property has been assessed, the coordinator helps turn the findings into a medium-term improvement plan. This is often called an improvement option evaluation or a whole-dwelling plan.
The plan sets out which improvements make sense, how they should be sequenced and what the homeowner should consider before committing. It may include fabric measures such as loft, wall or floor insulation; ventilation improvements; new windows and doors where appropriate; heating controls; low-carbon heating; or renewable technologies.
Sequencing is one of the most useful parts of the role. In many homes, reducing heat loss and dealing with damp, defects or ventilation first gives later heating upgrades a better chance of performing well. That does not mean every property needs every possible measure. Budget, planned maintenance, occupancy and the condition of the building all affect the sensible route forward.
A coordinator should explain the trade-offs plainly. Internal wall insulation, for instance, can improve comfort in a solid-wall home but may reduce room sizes and needs careful detailing around junctions, services and ventilation. External wall insulation can be highly effective but may alter the building’s appearance and require planning considerations. There is rarely a one-size-fits-all answer.
Checking the design before installation
Some retrofit measures need detailed design, particularly where they affect the building fabric or its moisture balance. The retrofit coordinator checks that the proposed design reflects the assessment and is appropriate for the property.
This is not about adding paperwork for its own sake. Design information should make clear what is being installed, how it will be fitted, how key details will be treated and what standards must be met. It gives installers a clear specification and gives the client a record of what they are paying for.
The coordinator also checks that the measures work together. If new insulation changes how a home breathes, the ventilation strategy needs to be addressed. If a heat pump is proposed, the heat-loss calculation, radiator sizing, controls and hot-water arrangements need to support it. A well-designed project is less likely to disappoint once the work is complete.
Coordinating quality on site
A retrofit coordinator does not usually carry out the installation themselves. Nor are they a substitute for a competent installer, electrician, heating engineer or ventilation specialist. Their role is to make sure the right information reaches the right people and that quality is considered across the job.
During the works, this can involve reviewing installation evidence, arranging or considering inspections and responding where changes are needed. Site conditions sometimes reveal an issue that was not visible at the assessment stage, such as hidden damp, damaged masonry or an unexpected construction detail. When that happens, the project may need to pause while the team agrees a suitable response.
That can feel frustrating, especially when a homeowner wants the job finished quickly. It is usually better than pressing on with a design that no longer fits the property. Good coordination protects the homeowner’s investment as well as the building.
For larger or funded projects, the coordinator may work closely with a retrofit designer, assessor, installer and quality assurance provider. Clear records are particularly useful for landlords and managing agents who need to demonstrate what work has been completed across a portfolio.
Making sure the home is ready to use
The work is not finished when the installers leave. A coordinator’s role also includes checking that the project has been properly handed over. The occupier should receive relevant information about the measures installed, warranties, certificates, maintenance requirements and how to use any new heating or ventilation controls.
This is easy to underestimate. A well-installed system can still underperform if people do not understand it. A new ventilation unit may need filters cleaned or replaced. Heating controls need to be set up around the household’s routine. If a property has been made more airtight, residents should understand why background ventilation and extractor fans matter.
The coordinator may also arrange a post-installation review. This provides an opportunity to identify problems early, confirm that records are complete and gather feedback from the occupier. Not every issue will be apparent immediately, but a proper close-out process is far better than leaving the customer with a folder of paperwork and no clear point of contact.
When do you need a retrofit coordinator?
You may need a retrofit coordinator when undertaking a PAS 2035-compliant project, particularly through certain government-backed or grant-funded schemes. Requirements vary by scheme and by the measures being installed, so it is worth confirming this before accepting a quotation.
Even where formal coordination is not mandatory, the approach can still be helpful. It is most valuable when a home needs several improvements, has an older or non-standard construction, shows signs of damp or condensation, or is being upgraded as part of a larger renovation. Landlords planning work across several properties can also benefit from a consistent process and reliable records.
For a single, low-risk improvement, full retrofit coordination may not be proportionate. The key is not to pay for complexity that the project does not need, while avoiding false economies on a job where poor design could cause lasting problems.
Retrofit coordination, EPCs and energy advice
An EPC and retrofit coordination serve different purposes. An EPC gives a standardised view of a property’s energy efficiency and recommends potential improvements. It is often required when selling or letting a home, and it can be a useful starting point for landlords considering MEES obligations.
Retrofit coordination goes further. It uses detailed property information to manage the design and delivery of actual improvement work. A home can have an EPC without needing a retrofit coordinator, but a carefully planned retrofit may use EPC information as part of the wider evidence base.
