
What Does a Level 3 EPC Cover in Commercial Property?
A commercial letting or sale can stall surprisingly quickly when the wrong EPC assessment is booked. The question what does a Level 3 EPC cover is usually asked by a landlord, agent or business owner who needs to know whether an assessor can deal with their particular building and its services.
The straightforward answer is that a Level 3 EPC covers many smaller and less complex commercial buildings, using an assessment of the building itself and the fixed services that use energy. It is not simply a walk-through and a guess at running costs. The assessor collects detailed evidence, enters it into approved software and produces an Energy Performance Certificate with an asset rating and recommendations for improvement.
The right level depends on the building's heating, cooling, ventilation and hot water systems - not just its size or the fact that it is described as commercial.
What does a Level 3 EPC cover?
A Level 3 Commercial EPC is intended for non-domestic buildings with relatively simple building services. This commonly includes premises such as small shops, offices, workshops, community buildings, storage units and similar spaces where heating is straightforward and ventilation is mainly natural rather than mechanically controlled.
The assessment looks at the energy performance of the property as built and fitted out. In practice, a Level 3 EPC can cover the building fabric, fixed heating and hot-water systems, lighting, ventilation and any renewable energy technologies installed at the property.
It does not measure how much energy the current occupier has used or judge whether staff leave lights on. That is a different exercise. An EPC is an asset rating, meaning it considers the building and its fixed services under standardised conditions. This makes it possible to compare one commercial property with another on a consistent basis.
The certificate gives the building an energy rating from A to G, with A being more efficient. It also includes an Environmental Impact rating, estimated energy costs and a set of recommendations that may improve performance.
What the assessor records during the site visit
A proper survey is the foundation of an accurate EPC. The assessor will need access to the relevant areas of the building and to plant or service information where available. The visit is normally efficient, but it should not be rushed. Missing a heating system, overlooking an extension or recording the wrong lighting type can affect the result.
For a typical Level 3 assessment, the survey evidence may include:
the building's dimensions, layout, age, use and construction
walls, roofs, floors, windows, doors and insulation where this can be identified
fixed heating, hot-water and control systems
fixed lighting, including lamp types and the areas served
ventilation arrangements, cooling equipment and renewable technologies
photographs, notes and supporting documents needed to evidence the assessment
The assessor may also ask for plans, previous EPCs, building-control paperwork, specifications or manuals for boilers and other equipment. These documents are useful, especially where insulation or system efficiency cannot be confirmed by visual inspection. If evidence is not available, the approved methodology may require a more cautious assumption, which can influence the rating.
Building fabric and layout
The fabric is the physical shell of the building: its walls, roof, floors, windows and doors. A Level 3 EPC considers how these elements affect heat loss and solar gain. A well-insulated roof and modern double glazing may help the rating, while extensive single glazing, uninsulated sections or poorly performing doors may pull it down.
Layout matters too. Different uses within one property can need separate treatment in the calculation. For example, an office above a shop, a heated stock room and an unheated warehouse area may not all be assessed in exactly the same way. The assessor identifies the relevant zones so the software model reflects the property as accurately as possible.
Heating, hot water and lighting
For many commercial properties, heating and lighting are where the EPC result is won or lost. The survey records the type of heating system, fuel, emitter type and controls. A modern condensing boiler with sensible controls will generally perform differently from older electric heating or an inefficient warm-air system.
Lighting is not a minor detail. A shop or office with large areas of older fluorescent or halogen lighting can receive a very different result from one using efficient LED fittings with appropriate controls. The EPC focuses on permanent fixed lighting, rather than portable lamps brought in by an occupier.
What a Level 3 EPC does not cover
Knowing the boundaries is just as useful as knowing the scope. A Commercial EPC is not a full condition survey, electrical inspection, fire-risk assessment or valuation. It will not tell you whether a boiler is safe, whether a roof is structurally sound or exactly what an improvement project will cost.
It also is not a Display Energy Certificate, or DEC. A DEC is used by qualifying public buildings and shows operational energy use based on actual consumption. A Commercial EPC instead rates the theoretical energy performance of the building and its fixed services.
Nor is a Level 3 EPC automatically suitable for every commercial property. Buildings with more complicated air conditioning, mechanical ventilation, central plant, complex controls or unusual systems may require a higher-level assessment. A mixed-use building can also need careful consideration, particularly where commercial and residential parts have separate entrances, services or occupancies.
Level 3 is an assessor level, not an EPC rating
This is where terminology can become confusing. “Level 3” does not mean a rating of C, nor does it mean the building is in a particular energy band. It refers to the level of non-domestic EPC accreditation held by the assessor and the complexity of buildings and services they can assess.
A Level 3 assessor is suitable for many straightforward commercial premises. However, the correct level should be confirmed before the appointment. Floor area alone does not decide it. A modest office with complex comfort cooling can require a different approach from a much larger naturally ventilated warehouse with basic heating.
This check is worth making early, particularly for estate agents coordinating a sale, landlords planning a new tenancy or businesses working to a fixed completion date. Booking the wrong assessment level can mean a second visit, extra cost and avoidable delay.
Why the EPC result matters to landlords and occupiers
For landlords, the EPC is often a legal requirement when selling or letting a commercial property. It can also highlight potential Minimum Energy Efficiency Standards considerations. The rules and exemptions can be situation-specific, so a poor rating should be addressed promptly rather than left until a transaction is already under way.
For owners and occupiers, the recommendations can help start a sensible conversation about improvements. Some measures are relatively practical, such as upgrading lighting controls, replacing inefficient lamps or improving heating controls. Others, including insulation upgrades or replacing major plant, need a closer look at cost, disruption, lease responsibilities and likely savings.
The EPC recommendations are useful starting points, not a substitute for a tailored improvement plan. A measure that improves a modelled rating may not always be the best first investment for the way a building is actually used. If a workshop is only heated occasionally, for example, better controls may offer better value than an immediate full system replacement.
Preparing for a smooth commercial EPC assessment
Before arranging the survey, confirm the address, the building's main use and whether there are any cooling, air-handling or specialist heating systems. Let the assessor know about extensions, separate units and vacant areas. Providing plans or service records in advance can save time and helps produce a certificate based on better evidence.
